Nmm Mods Wont Activate

I have the latest NMM version (currently at time of posting; 0.48.2) i haven't been using it recently and just started up again so ill give a rundown of all i can remember. I downloaded a few mods that i knew worked on my PC that i had all prerequisites and necessary downloads, i have NMM set to 'run as.

For The Elder Scrolls V: Skyrim on the PC. Unless the mod is not working or causing problems, ignore the warning symbol in the NMM.

(recently done to see if that was causing issue) ANYWAY my problem is my mods download but wont activate. I get 'Active plugin has been manually removed restart NMM or change game mode to refresh the plugin list' well i do that. And they all deactivate besides a few i previously had installed before this error. Sadly i don't remember what i dl-ed last and i have removed a few mods from the NMM and from the files.

I cant use FOMM as many people suggest as it keeps crashing and im wondering how to fix this issue as i cant find one anywhere online. Should i remove all data completely and start over? (i uninstalled/reinstalled Fallout-NV to see if that might fix it but that had no efffect.) My games are stored in STEAM (if that changes anything).
